Certificate of Appropriateness
The purpose of the Certificate of Appropriateness is to ensure that proposed changes to historic buildings meet the criteria set forth in the Secretary of Interior's Standards for rehabilitation and to track changes made to the building.
Any exterior changes made to buildings within the Oak-Hickory Historic District or any building with a local historic designation must fill out a Certificate of Appropriateness prior to the work.
Buildings within the Bell Avenue Historic Conservation District must fill out a Certificate before beginning major exterior changes. Download the Bell Avenue Conservation District Design Guidelines.
Signage, Paint and/or Facade Improvement Grant
Downtown Development has a small grant fund to assist with signage, paint and/or facade improvements. It is on a "first-come-first-served" basis; there is $3,500 in the fund and new grant funds become available on Oct. 1 of each year. [ Details ]
Graffiti Abatement Reimbursement Grant
Downtown Development has a grant fund to assist with materials related to the removal or covering over of graffiti. This grant is on a "first-come-first-served" basis. [ Details ]
Sidewalk Sign Permit Application
Downtown is a "Special Sign District," so sidewalk "sandwich" signs are allowed; however, you must meet the guidelines, fill out a sign permit and return it to the Downtown Development office. [ Details ]
